Thames-Coromandel District council largely utilizes NZS 3910 and 3917 to deliver its Physical Works and Operational fixed term contracts respectively. Currently the EtC and other relevant services for most of the above contracts is a senior in-house resource. Council now wishes to move towards engaging suitably qualified external resources to deliver this service. This move is to ensure a clear separation of contract administration between Council and the Contractor.

Therefore, TCDC invites Registrations of Interest from suitably qualified suppliers to establish a panel of suppliers to provide Engineer to the Contract (EtC), Contract Administration and Independent Certifier services across a range of infrastructure, civil works, water services, roading and parks and open spaces projects. Please apply under the specific ROI/ROIs for the category/categories you are interested in submitting a response for.


The purpose of this procurement is to establish a panel of suitably qualified and experienced Engineer to Contract (Etc.), Contract Administrator (CA), and Independent Certifier (IC) personnel external to Council to provide contract administration, monitoring, and assurance services for the TCDC Contracts. The ETC/CA/IC will act in accordance with the requirements of NZS 3910, 3916, 3917 (or any other applicable NZS contract form) and support the principal (Thames-Coromandel District Council-TCDC) in achieving impartial. efficient, transparent, and compliant contract delivery.
