TC49/24 TCC Wastewater Modelling Professional Services for 5 Years from 2024

Standard wording and format to be used:

The purpose of this Advance Notice is to inform suppliers of upcoming release of Request for Proposals to provide TCC with professional services for wastewater modelling.

This is a one stage process.

The objective of this procurement is to secure professional services for wastewater modelling for a period of five years, starting from September 2024.

The work will be split up into separate packages. For each work package, Council will agree with the assigned consultant on the specific task(s), time required, and costs to carry out the task(s). It’s important to note that the work packages included in this panel are low risk, while large or more complex pieces of work can still be procured separately by Council.

The scope of this procurement includes professional services with specific work categories listed as follows:

• Calibration of the strategic WW model using monitored flow data and derived flow data using TCC PS SCADA data
• Wastewater modelling for network planning and capacity studies, including for LoS, LTP and 30-year Infrastructure Strategy
• Update 30-year infrastructure strategy in line with LTPs
• Issue and resolution prioritisation, for overall programme development
• Assist engineering planning panel with feasibility option assessments
• Scope concept-level infrastructure upgrades, e.g. pipeline upgrade (size and length), pump station flows, utilising client costing tools
• WW Operational Studies (emergency pump station storage assessment, network optimisation, resilience and redundancy studies, recommendations for routine pump replacement)
• WW Planning Studies
• Incorporate whole of system into model, e.g. assess impact of future flows and network upgrades on average and peak flows on key WWTP pinch points
• I/I modelling to check issues in the network and modelling changes where improvements have been completed
• Model developments large than 20 residential dwelling to check capacity of the WW network
• Update modelling guidelines

Additional or similar types of work packages/categories may be added to the scope of works after the panel is set up.
