The purpose of this Advance Notice is to inform suppliers of upcoming disposal of Council owned land.

The process will be split into two stages: EOI and shortlisted RFP.

This is a Future Procurement Opportunity (FPO) listing.

Tauranga City Council (TCC) has resolved to dispose of the developable portion of the property known as Smiths Farm by way of an open market process.

Smiths Farm is a 41ha land parcel located in Bethlehem, Tauranga. It comprises approximately 14ha of land suitable for residential development. Resource consents enabling the subdivision of over 250 residential allotments and four rural residential allotments have previously been granted.

The Takitimu North Link (currently under construction by Waka Kotahi) will enable road access to the development site in 2027. In parallel, Plan Change 33 is expected to reclassify most of the site to Medium Density Residential.

TCC is seeking to enable positive outcomes in housing affordability, community, and design as well as optimised land value in this disposal.

Disposal will be carried out via a two-step process:
1. Expressions of interest (EOI)
2. Request for proposal (from those shortlisted from the EOI process)

Suitably qualified and experienced developers will be sought to purchase or partner with TCC to deliver the development.

Expressions of interest will be requested in April 2023. EOI will be published on Tenderlink www.tenderlink.com/tauranga
