The Southland Council Consortium (SCC) seeks proposals from suitably qualified and experienced service providers to acquire, process and supply four-band (RGBN) digital orthorectified aerial imagery and associated datasets for the 2026-2027 flying season.

The successful supplier will capture and deliver cloud-free aerial imagery that meets the specified Ground Sample Distance (GSD) requirements for rural and urban areas, together with all other requirements outlined in this RFP. All imagery and associated deliverables must be provided within the agreed timeframe and budget and comply with the Southland Council Consortium Aerial Imagery Base Specification V1.0 (Appendix A), which is based on the LINZ New Zealand National Aerial Imagery Base Specification and adapted to meet the Consortium's regional and operational requirements.

Deliverables will include colour-balanced four-band (RGBN) digital orthorectified imagery in NZTM2000/NZGD2000 projection, together with metadata, tile index layers, seamlines, flight information, and supporting documentation.

Historically, each Council has procured aerial imagery independently. To improve consistency across the region and achieve cost efficiencies for ratepayers, the Consortium will manage this procurement through a single contract.

The Consortium is seeking pricing for multiple capture schedules, scenarios and GSD options. The final acquisition programme will be determined following evaluation of the submitted pricing and the funding available. Respondents must therefore provide separate pricing for any or all capture schedules and for all requested GSD options applicable to each scenario.
