The engagement is a prototype and will extend Stats NZ knowledge of how construction costs are priced.

The scope of services is:
- obtaining price data from the construction sector,
- processing this data using costing models and agreed schedules of quantities, and
- using outputs in the calculation of price inflation indexes.

The contract was awarded by exemption under Rule 12, reason No. 6 Prototype, with the intention to assess whether residential construction costs are a “…good or service or works can be produced or supplied in large numbers to an agreed quality standard” and can be built from construction cost data items collated using schedules of quantities and standard estimation price models.

The Contract will also demonstrate and achieve public value by extending Stats NZ’ knowledge of how residential construction is priced in NZ and demonstrating if there are viable alternatives to the index data products currently employed in calculating monthly consumer prices index.
