Southland District Council (SDC) is preparing to go to market for its three waters operations and maintenance services from 1 July 2027.
SDC is procuring the services of suitably qualified and experienced suppliers to undertake the Operations and Maintenance of its three waters networks through separate contracts for:
• treatment facilities operations and maintenance.
• reticulation operations and maintenance, including preventative maintenance and reactive works.
• mechanical and electrical services.
Contracts will NZS3917:2025 based with Special Conditions. The final packaging of contracts and scope is being refined, but the intent is to deliver a model that supports reliable, compliant and cost-effective services across Southland’s communities.
The services support a large and dispersed urban and rural network across Southland, including reticulated treated drinking water to 12 communities, several rural water supplies, treated wastewater services to 20 communities and reticulated stormwater systems across 25 towns.
We are looking for suppliers with the capability and experience to deliver reliable, responsive, and well-managed services, and to work collaboratively with Council and its other suppliers.
We intend to go to market in August 2026. The opportunity will be advertised on the Government Electronic Tenders Service (GETS).
There will be the opportunity for potential suppliers to attend one-on-one sessions which will be facilitated by our procurement consultants, Morrison Low Advisory.

Please note that participation in these sessions is not a pre-requisite for participation in the following stages, but will provide suppliers the opportunity to ask questions, begin preparation for the upcoming procurement and to provide feedback to SDC about the proposed approach
