Overview

Council is looking for Suppliers who can design and build an intermediate level multi-use asphalt pump track that meets community needs.
Please be aware that the approximate budget for the project is $100,000.00 excluding GST.

Stage 1 – Design – Concept design and concept site plan including proposed heights of features accompanied by programme and pricing.
The design criteria to achieve includes:
• Great flow and fun for users.
• Needs to be fit for scooters, bikes and skateboards to ride in unison.
• Variable choices and challenges to suit the different skill levels of users.
• Proposed mounded areas and heights with all excavated material remaining on site (if suitable).
• Install suitable drainage to manage surface water.
• The design must incorporate plantings suitable for the environment.
• Include directional arrows.
• Pathway in and out of the pump track.
• Well-formed and compacted track construction that protects finished surfacing (asphalt) against movement and cracking.
• A smooth consistent textured asphalt surface.
• Needs to fit within the provided site (Refer to Appendix A).
• Review of design by Southland District Council and agreed changes incorporated.
• Provide methodology/programme.
• Pricing schedule.
• Plans to keep the public safe during the construction phase.

Stage 2 – Design approved by Council.
Please note that the preferred tenderers design will go back to the Ōraka Aparima Community Board by Council for approval. The contractor will need to allow flexibility in the design for the community board to make minor adjustments.

Stage 3 – Build the track to the approved concept.
Please note that the project is to be physically completed by 29 May 2026.
