Southland District Council (SDC) is preparing to go to market for the procurement of the new Operations, Maintenance, and Engineering (OME) Alliance contracts for the management of its roading network. These contracts will cover the delivery of essential services across three geographic regions: Waimea, Central, and Foveaux.

The scope of work includes general maintenance of SDC’s sealed and unsealed road network, excluding major capital works. Key service areas include:
• Road network operations and maintenance
• Structures and roadside assets maintenance
• Programming, reporting, and compliance

This early notice is intended to inform the market of the upcoming opportunity and allow potential suppliers to begin preparing. The Request for Proposals (RFP) is expected to be released in late September 2025.

Estimated contract value: $17–$20 million per annum
Contract model: Alliance-style, cost-plus arrangement
Contract term: 1 + 4 + 2 + 2 years (subject to performance and approvals)
