REGISTRATION OF INTEREST – PROVISION OF POWER SUPPLY TO STEWART ISLAND

The Southland District Council through the integrated electrical supply organisation, the Stewart Island Electrical Supply Authority (SIESA) undertakes generation, distribution and retail activities within the licensed electricity supply area for Stewart Island. The supply network has approximately 400 network users that the Southland District Council has contractual arrangements with for the supply of electricity. The Southland District Council is responsible for the billing and administration associated with these connections.

The Southland District Council is seeking suppliers to register their interest in providing services to manage, maintain and enhance the electrical supply network to ensure it is able to meet the present and predicted demand of the network users to an agreed level of service whilst minimising the risk and instance of network failure.

Historically this contract has included all components of network operations including electricity generation, distribution, inspections, capital and maintenance works and asset management. The Southland District Council are open to market proposals either to bundle all activities or split some or all of the activities to ensure value for money.

The form of contract is similarly flexible dependent on scope distribution. However, it is anticipated that the contract style will be collaborative in nature sharing the responsibility and risks between the Southland District Council and the contractor. A key component of the contract will be to utilise technology and management techniques to innovate and reduce longer term operational costs. The proposed term will be a four year term with the option of an additional four years.
The next step will be the release of the Request for Tender which is expected in mid-2019 to those that have registered their interest.
The Registration of Interest is open until Thursday 18th April.
