Overview

Southland District Council is considering a more strategic approach to the current and future provision of wharves on Stewart Island, demand for such, the quantity and quality of provision requirements. As part of this work, there is a need to identify the current use, user and owner needs of the wharfing infrastructure, and what opportunities need to be developed to support future provision requirements.

The Council seeks information from interested parties to assist it with a Business Operation Plan which will then be included in the Southland District Council Long Term Plan 2018.

To enable this to happen a desktop report is required to determine how wharfing infrastructure should be provided and funded on Stewart Island to ensure that the long term needs are met in a sustainable manner.

The report should include the following:
(a) A capital expenditure plan for any and all maintenance and replacement of wharves on the Island
(b) Issues and options report that outlines options and recommendations for future ownership, maintenance, operation and funding of each wharf.
