Overview

It is proposed to construct a new 110kV overhead line known as the Hokonui Line. The project is a partnership
between The Power Company Limited (TPCL), Transpower and Fonterra, and will see a 10km PowerNet line
constructed between a new Transpower substation on Cuttance Road and a new Fonterra substation at
Fonterra’s Edendale site.
The new line will deliver the increased capacity needed to support industrial growth in the region. It will help
power Fonterra’s new UHT plant, which is currently under construction, along with key site upgrades such
as two new electrode boilers. The line also plays an important role in supporting Fonterra’s transition away
from coal.
Pole erection is planned to start in July 2026. The full project is expected to be completed by August 2027.
The project is currently split into several smaller projects including:
• Cuttance Road upgrade – completed December 2025
• Puna Awa Grid Exit Point (GXP) - Cuttance Road – By Transpower and in procurement phase.
• Overhead Line Civil Works – This Project
• Pole Erection and Stringing – Self performed by PowerNet
• Fonterra Edendale GXP – By Fonterra
This project involves the Civil and foundation works for the 110kV transmission line. The purpose of this
document is to call for an expression of interest from contractors interested in delivering the civil and foundation
works required for the construction of the 110kV transmission line.
Bonisch Consultants Ltd (Bonsich) have been engaged by PowerNet to aid in the procurement and contract
administration of this project. The pronoun ‘we’ is used to represent PowerNet throughout this document
