The Totara Road Wastewater Treatment Plant (WWTP) is the sole treatment plant for Palmerston North city wastewater, and receives flows from the surrounding villages of Ashhurst, Bunnythorpe and Longburn as well as the Linton Army Camp.

A condition assessment of the high voltage (11kV) power system and equipment at the WWTP was carried out in 2019, and a number of areas were identified as requiring urgent attention. These areas included capacity, equipment life and safety concerns.

PNCC is seeking designs to upgrade the existing power system, both HV and LV, to address deficiencies and improve capability.
