Pharmac – Te Pātaka Whaioranga is in the process of drafting its next annual invitation to tender (ITT) for the supply of pharmaceuticals to Health New Zealand Hospitals and/or Community Pharmacies.
The Pharmac ITT is an annual open competitive procurement process. It gives suppliers the opportunity to bid for supply of a large range of different medicines and related products (approximately 300–600 line items per tender).
Suppliers bid to have “Principal Supply Status” on medicines and related products included in the ITT. If awarded a tender, the supplier’s brand becomes the main funded brand in the community and/or Health New Zealand hospitals. The principal supplier will be guaranteed a minimum volume of the total funded market until 30 June 2029. The minimum volume is usually 95% of the total funded market.
Pharmac consults on its draft Annual ITT every year in July/August. Through this process, there is also an opportunity for suppliers to submit Alternative Commercial Proposals (ACPs). Find out more about this here:

Pharmac generally includes pharmaceuticals in the tender that:
• are currently under a tender agreement, but the principal supply period of the agreement is about to expire
• are coming off patent
• have subsidy or delisting protections that are ending soon
• have new competition.
The finalised Annual ITT is released every year in October/November.
Attached to this FPO is information from the Pharmaceutical Schedule that includes detail on when currently active principal supply arrangements are ending. Products where principal supply arrangements are ending soon (e.g., in 2025 or 2026) might be considered for inclusion in this year’s annual ITT. We welcome supplier enquiries about products they may be interested in supplying, either now or when the draft ITT is released for consultation.
