New Zealand’s Parliamentary Commissioner for the Environment (PCE) has an investigation underway on the claims that economic production and consumption in New Zealand make on the natural world, now and into the future. To examine how New Zealand’s natural resource use might evolve into the future, PCE is using a two-pronged approach combining quantitative CGE-modelling with qualitative strategic foresight tools.
Some of this qualitative strategic foresight work has already begun: Within the first stage, the PCE is conducting an office-internal facilitated driver mapping exercise. Driver mapping is a strategic foresight tool that allows for the identification of local and global megatrends that shape specific outcomes, such as resource use, and relies on Horizon Scanning. This exercise has resulted in a set of critical drivers that may impact resource use in the future.
This Request for Proposal seeks consultancy work to address the second stage of the strategic foresight component to develop qualitative scenarios that sit alongside the CGE modelled scenario.
