Overview

The aim of this pre-implementation project stage is to engage an experienced lead consultant to deliver the design (concept, preliminary and detailed) works for the Wi Neera Reserve development. This will enable subsequent consenting, tendering and construction phases.

The Wi Neera Reserve development will deliver a renewal of the Wi Neera playground and improvements to the esplanade reserve embankment, to meet the required levels of service, by establishing access to the harbour’s edge and improving the overall harbour condition. Rather than a traditional playground, Wi Neera Reserve playspace will be a māra hūpara – a playspace inspired by traditional Māori design using natural materials like logs, rocks and plants. It’s a safe space for all ages to move, explore, and reconnect with te taiao (the natural world) in a space that celebrates the identity of Ngāti Toa Rangatira.

The project aims to:
- design a traditional Māori nature-based play space
- improve access to the foreshore
- restore a more natural harbour margin, enhancing landscape, natural character and ecological values
- incorporate an existing 'coastal resilience' design in the overall landscape/redevelopment plan for the reserve

The coastal resilience design has already been completed in 2023 and details of that design have been included in Appendix B for informational purposes only.
