Overview

The Wi Neera to Onepoto Shared Pathway and Coastal Resilience Project (the “Project”) includes construction of a 1.4km shared cycling and pedestrian pathway along Titahi Bay Road between Wi Neera Drive and Onepoto, and erosion protection works to enhance coastal resilience along the coastal edge of Titahi Bay Road. This is Stage 2 of the 4-Stage shared pathway (between Porirua CBD and Titahi Bay). Stage 1 Implementation (Porirua Station to Wi-Neera) was completed in 2020. We are currently in Pre-Implementation (heading in to detailed design) of Stage 2 (Wi Neera to Onepoto).

The two phases of Stage 2 (this Project) include:
1) Pre-Implementation: including the investigation and concept design; consent-level design and consenting; detailed design; and procurement.
2) Implementation: including construction of pathway and coastal resilience works.

Due to land ownership issues, the project has been split into Stage A ‘Coastal resilience works’ and Stage B ‘Shared pathway’.

We need to procure engineering services to undertake the detailed design and cost estimation of Stage A and Stage B of the Project.

This supplier will act as the lead for the detailed design phase, which means they are responsible for any activity they are not able to undertake themselves and need to out-source.

It is then anticipated that this supplier will also deliver the contract for the ‘Engineer to Contract’ (this will be included as an ‘option’ in the engineer’s contract) for:
• Construction of Stage A; followed by
• Construction of Stage B (as a further contract option).
