Overview

This registration of interest is for the Initial investigation of the Otago Regional Council’s (“ORC”) preferred site for its new head office building. This preferred site is located at 15 Dowling Street, Dunedin. This body of work will form the basis for looking at the ORC’s requirements and the utilisation of the site via an options study to prepare a full Concept Design for its proposed new offices. The concept design will then be tested with the Client’s appointed Quantity Surveyor to establishing an elemental project estimate for consideration by Council. A formal process of public consultation will follow should the ORC elect to progress the Dowling St site to the next stage of design. If this site does not meet the criteria to progress to the next stage the engagement may be terminated.
In order to undertake this body of work the ORC is seeking Registrations of Interest from suitably qualified Architectural Practices to provide design services for the ORC’s new head office building. The ORC wish to engage an Architectural practice with a proven track record in modern office design for both the new building and the fit out. The use of sustainable materials and construction techniques is also a key requirement. The Architect will be responsible for engaging and coordinating key sub-consultants and incorporating their designs into the final solution. As part of this role, the Architect will lead the briefing process to work with the ORC to establish the direction and way the organisations aspirations are delivered in the building design. The proposed site is in a very prominent location and teams must have a strong understanding of urban design principles. The responses may be from individual practices or collaborative teams.
The concept for this site and building is to provide accommodation for the 130 staff currently at the ORC along with 60 carparks for management, operational fleet and visitor vehicles. The suggested building bulk and the footprint is 3,000m2 over two levels. The site may also incorporate other uses and, establishing a site wide understanding in the form of a masterplan would be a key initial requirement.
For a number of reasons, the engagement may not continue beyond the concept design. Therefore, the offers made under this ROI should consider this to be a staged engagement with clear hold points.
