The purpose of this Request for Tender is to engage suitably qualified and experienced professional service providers to provide “Independent Certifier” services to support NZTA’s Integrated Delivery Model (IDM).
Key objectives to achieve are to:
• procure professional service providers that will enable NZTA to appoint suitably qualified and experienced individuals that will deliver the essential role of “Independent Certifier” (Independent Certifier) under NZTA’s integrated delivery contracts (IDC); and
• assist NZTA in utilising a more structured and proactive use of Independent Certifiers, including regular engagement, reporting, and decision-making to support improved contract understanding, consistency, and early issue resolution.
NZTA is introducing a new model to support the delivery of Maintenance and Operations, known as the Integrated Delivery Model (IDM). The IDM is envisaged to give NZTA more control over activities taking place on the state highway network, while driving a step-change in delivery to enable NZTA to meet the targets set out in the Government Priority Statement (GPS). NZTA has recently entered into IDC’s across the country to enable the delivery of core maintenance works in support of the IDM. The IDC’s will commence from 1 May 2026 and each IDC require the appointment of an Independent Certifier by NZTA. This procurement is to source the required Independent Certifier services for the IDCs. NZTA are looking for up to four suitable qualified and experienced individuals to be appointed as the Independent Certifier to one or more IDCs' across the 17 contract areas.
