Overview

We are seeking suitably qualified and experienced contractors to perform streetlight maintenance works across the State Highway network (Contract Works). This Request for Tender (RFT) covers multiple regional contracts. Tenderers may tender for one or more regions. NZTA reserves the right to award contracts for individual regions, combinations of regions, or all regions based on the best overall value for money.
The objective of this procurement is to ensure NZTA’s streetlight assets are maintained in a safe, reliable and cost-effective manner that supports NZTA goals.
We are seeking contractors that can demonstrate the organisational, technical, and operational capacity and capability to deliver the Contract Works consistently and to the required standards.
Tenderers must provide evidence of their ability to resource and manage the Contract Works effectively, including:
(a) Workforce capability: appropriately skilled/qualified staff;
(a) Resourcing capacity: the number of staff, plant, and vehicles available for the Contract Works, including backup crews for emergency response or surge demand;
(b) Organisational structure: clear reporting lines and management arrangements for safety, quality, and performance;
(c) Experience and competence: evidence of successful delivery of comparable street lighting or infrastructure maintenance contracts, including lessons learned and improvements made;
(d) Subcontractor management: identification of any subcontractors, their roles, and performance management systems in place;
(e) Systems and processes: tools and software used to manage work orders, schedule maintenance, track response times, and capture asset data for Asset and Works Manager (AWM) integration;
(f) Health, safety, and quality assurance: evidence of mature management systems, staff training, and performance monitoring;
(g) Financial stability and commercial management: evidence of financial capacity to support ongoing contract performance; and
(h) Regional readiness: ability to mobilise resources and commence service delivery promptly following contract award.
