This procurement is for Professional Services contract for the Pre-Implementation: SH3/54 Roundabouts. It includes both the SH3/54 intersection and the SH54/Milson Line intersection to the north-west of Palmerston North. Tenders will be evaluated using the Price Quality Method (PQM).
The scope for the Consultant to deliver the Project Works generally comprises the following through the Pre-implementation (design and consenting) phase:
• Preliminary Design to finalise the intersection layouts and support stakeholder engagement on the solutions, confirm property impacts and consents required
• Obtaining Resource Consenting and statutory approvals
• Alteration to designation
• Geotechnical investigations and testing to prepare Geotechnical Factual Report
• All design of the Project Works
• Design Reports including pavement design and Project Estimates
• Design Reviews and Certificates
• Provision of both issue for tender (IFT) and issue for construction (IFC) drawings, Physical Works RFT and contract documentation including Technical Specifications, Schedule of Prices and Basis of Payment
• Risk, Safety in Design and Maintenance in Design reviews
Management, surveillance and quality assurance (MSQA) and Contract Administrator roles are not part of the scope for this contract.
This Request for Tender will be advertised as an open tender on GETS.

All tender communications are to be submitted through the GETS Questions and Answers portal.
All responses to tender questions/clarifications will be answered by Notice to Tenderer which will be available in the GETS addenda.
Tender submissions shall be uploaded to GETS eTender box in two separate files.
The GETS file upload limit is 50MB. The files should be labelled:
- File 1 – CN 12903 – Consultant Name - Proposal excluding Price
- File 2 – CN 12903 – Consultant Name - Price (pdf format PLUS excel spreadsheet Schedule of Prices)
