Overview

In 2022 NZTA introduced a Community Driver Testing Model which engaged providers within communities throughout NZ to provide driver licence support services and community driver testing officers for persons getting ready to sit their driver licence test.

NZTA are planning to expand the available service to assist the graduated driver licence system. The programme is to support identified communities that are most disadvantaged by barriers to accessing driver licences. These communities include Māori, Pacific Peoples, disabled people, young people, new migrants, and those living in rural or remote areas.

We’re looking for providers who:

• Have or can engage driver testing officers with an “O” endorsement.
• Offer mentoring, training, and support to help people prepare for their test.
• Are trusted and active in their local communities.
• Can keep their services going over time.
• Follow good health and safety and information security practices

This procurement will be conducted in two stages:

• Stage 1 – Registration of Interest (ROI): Shortlisting of suitable providers.
• Stage 2 – Request for Proposal (RFP): Proposals from shortlisted respondents.

Next Steps

This is an early market engagement notice only. No response is required at this stage. The ROI will be released via GETS in August/September 2025 with details on how to respond.
