The purpose of the communication is to inform the sector, including transport operators and technology providers, of the TM renewal project and the intention of NZTA to issue a tender later this year.
The TM scheme is a service that supports the transport needs of people with long term impairments through a door-to-door taxi service.
The TM administration system is a software-as-service (SaaS) solution providing for online administration of the scheme, including managing client eligibility, recording client travel, managing transport operator claims for subsidy and undertaking monitoring and reporting.
Client eligibility – the administration system provides the workflow for undertaking client assessments and issuing photo identification cards
Client travel – the administration system communicates with transport operator systems to ensure client eligibility and calculate the appropriate fare. Trip data is uploaded to the administration system following the end of the journey
Operator claims – the administration system provides the workflow for public transport authorities to validate transport operator claims for subsidy and includes automatic checks of uploaded trip data for errors and inconsistencies
Monitoring and reporting – the administration system is used by public transport authorities to monitor and report on the performance of the scheme
It is NZTA’s intention that the TM administration system is renewed to ensure it adequately reflects the needs of the service, including the users and the Public Transport Authorities who deliver the service. To do this NZTA will conduct a Request for Proposals (RfPs) procurement activity to seek proposals for a SaaS.
The indicative times frames are as follows;
Aug-Sep 2025 – approach the market for options to renew the TM administration system
Oct-Dec 2025 – confirm preferred solution
Jan-Jun 2026 – design and implement preferred solution
From Jul 2026 (TBC) – renewed system in operation
Questions and Answers will be dealt with at the time of Tender Release in August 2025.
