This Notice of Information (NOI) is to provide high level project information ahead of the Registration of Interest (RoI).
NZTA’s intention is to advertise the RoI separately on Thursday 12 June 2025. The intended release date of 12 June 2025 may be adjusted as we manage the number of active projects out for tender in the region.
This notice is provided as an early indication only of the project scope and will not form part of any future tender documents or contract documents.
NZTA seeks a Design & Construction Consortia for Second Ashburton Bridge (2AB) Early Contractor Involvement project.
This project has a three-stage procurement process (Stage 1 – ECI ROI, Stage 2 – ECI RFT, Stage 3 – RFT Design and Construct Contract). Dates of each stage to be officially released in the Stage 1 ECI ROI.
The ECI Agreement requirements comprise the following:
• Provide support services and inputs for the Assessment of Environmental Effects (AEE) and the consenting process, e.g.
o Construction methodology,
o gravel extraction,
o potential consent application for the early work,
o management plans for the outline plan.
• Complete a Specimen Design such that it can be priced and programmed within the Stage 3 RFT for the D&C Contract.
• Potentially support the NZTA design for early works, including pre-implementation such as embankments and geotechnical requirements.
• Potentially undertake any pre-implementation works.
The overarching outcomes of the 2AB project is to invest in the Ashburton Transport network and improve connectivity across the Hakatere (Ashburton) River. The delivery of a new bridge connecting Tinwald and Ashburton would:
• Improve the efficiency of State Highway 1 by delivering better and more reliable journey times.
• Improve the resilience of the transport network.
• Encourage more people to walk and cycle.
• Enable further land development and growth in Tinwald.
