NZTA is seeking a professional services supplier as the Principal’s Technical Adviser for Packages 1 and 2 of the Mill Road Stage 1 project in South Auckland.
a. This Registration of Interest (ROI) is an invitation to suitably qualified suppliers to submit a step one tender for the Mill Road Stage 1 Principal’s Technical Adviser (PTA) contract opportunity.
b. This ROI is the first step in a two-step procurement process. Following evaluation shortlisted Tenderers will be invited to participate in a closed Tender process to select the PTA
The Mill Road project involves developing an upgraded / new four-lane 21.5km road corridor, running parallel to State Highway 1 (SH1), providing residents with a safer way to move between the communities of Flat Bush, Manukau, Manurewa, Papakura and Drury. The project objective is to improve traffic efficiency on the Mill Road corridor and enhance transport network resilience. The Mill Road project has been identified as one of the Roads of National Significance (RoNS) in the Government Policy Statement on land transport 2024 (GPS).

Invitations have been issued for your attendance at the Group Inception Meeting on 13 May 2025 and a technical briefing on 14 May 2025.

All tender communications are to be submitted through the GETS Questions and Answers portal.
All responses to tender questions/clarifications will be answered by Notice to Tenderer which will be available in the GETS addenda.
Tender submissions shall be uploaded to GETS eTender box in two separate files (pdf format plus EXCEL spreadsheet Schedule of Prices).
The GETS file upload limit is 50MB. The files should be labelled:
• File No 1 - Contract No 11929 - Tender, excluding Price
• File No 2 - Contract No 11929 - Price
