The purpose of this Request for Tender (RFT) is to select suitably qualified contractors to undertake the physical operations and maintenance activities as part of NZTA’s Integrated Delivery Model (IDM).
The IDM is NZTA’s new operating model for the maintenance of the state highway network. Under this model, NZTA will take ownership of the strategic planning function of asset management and provide much greater direction over treatment design.
The mission of the IDM is to return the state highway network to an acceptable condition over the next 10 years (to 2036), maximising value-for-money by targeting investment to the areas where it will make the most difference to New Zealanders, and by selecting interventions and designs that balance meeting immediate needs, affordability and the long-term cost to maintain the network. This directly links to providing great journeys to keep New Zealand moving, both in the short and long term.
The Integrated Delivery Contract (IDC) is the contract that delivers the specific operations and maintenance activities on the state highway network for the region of state highway that a specific IDC is awarded in respect of (IDC Area). Respondents awarded an IDC will play a critical role in the future operating model. Successful Respondents will work closely with NZTA Regional Teams to ensure the network is maintained to a high standard, that the rehabilitation and surface treatment programmes are completed on time and to specified standards, and that we respond to emergency events in a timely and effective manner. Delivery and a relentless focus and commitment to quality and innovation throughout the contract tenure are key outcomes that we are looking for from our suppliers.
