This is an Invitation to Tender for the Waikare Gorge Realignment Principal’s Technical Advisor to Role A and B members of the Hawke’s Bay Expressway Professional Services Panel.

Waikare Gorge is a key point on the journey on State Highway 2 between Napier and Wairoa. During Cyclone Gabrielle, the old bridge spanning the gorge was destroyed, severing connection between Wairoa and Napier. A temporary Bailey bridge was installed while work on the long-term realignment project continued. The Waikare Gorge realignment project is an important project to make the state highway safer and less likely to suffer closures.

The procurement opportunity will be to appoint a supplier to the Principal’s Technical Advisor role which encompasses:
• Pre-implementation
o Development of Specimen Design
o Preparation of physical works contract documents including Principal’s Requirements for detailed design and construction
• Implementation
o Tender management, administration and evaluation
o Monitoring design development
o Contract management and surveillance during construction.
Presentation-based procurement will be used for the evaluation of tenders. Wherein suppliers will be invited to present their non-price attribute responses to the TET on the 24th of March 2025. For full details, please carefully read the IFT document.
