Waka Kotahi wishes to advise interested parties through this “Notice of Information” of its intention to go to the market for Professional Services associated with the “Review and Investigation” phase for the development of a Waka Kotahi Transport Services Standard Method of Measurement “SMOM”.
This notice is provided as an early indication only of the project scope and will not form part of any future tender documents or contract documents.
Waka Kotahi aspires to be an exemplar with regards to the development of a Schedule of Quantities “SOQ”, to ensure a uniform basis for the measurement of Transport Services related civil works which ensures the essentials of good practice and consistency across Transport Services.
A Standard Method of Measurement is a document which provides a uniform basis for the measurement of Civil works and for the presentation of units of measurement in the SOQ, specifically to:
a) Detail the procedure of how a SOQ shall be prepared and priced;
b) Standardise the layout and content of a SOQ prepared in accordance with the SMOM to provide a systematic structure of a SOQ lending itself to standardised itemisation and description.
c) Ensure consistency is adopted across Waka Kotahi for production of a SOQ;
d) Provide confidence to a tenderer as to how a SOQ has been prepared, to enable tenders to be prepared efficiently and accurately;
Waka Kotahi will look to develop a SMOM which assists in the development of a SOQ. Industry will be able to utilise the SMOM to understand how the SOQ has been compiled, which will assist with the compilation of their tender to ensure they fully understand how particular works have been measured and what they need to allow for within their tender to avoid any problematic omissions and or errors as part of their tender submission.
The initial scope of the RFT is still being developed, but is likely to include as per the attached table found within Appendix A.
Scope associated with “Development” Phase C will not form part of the RFT. The extent of the Development phase will not be known until the completion of the Review and Investigation phase.
This is NOT the commencement of a tender process or a registration of interest to tender.
It is planned that the RFT will be released on GETS, 1 February 2023, but this is subject to change.
