Waka Kotahi invites Registrations of Interest (ROI) from experienced Contractors for the Tairāwhiti Roading Package (TRP) Physical Works Panel.
Please note that the definition of an ROI has changed. A Registration of Interest (ROI) is now a multi-page submission that historically would have been termed a Statement of Interest and Ability (SIA). A Notice of Intent (NOI) will now be used for a Stage 1 Procurement process when determining market interest in a project. This aligns with GETS categorisations and MBIE requirements.
This panel contract has been classified as Construction Level A, B or C (4A, 4B or 4C). It is Waka Kotahi’s preference that short-listed Applicants are prequalified to the classified level. Waka Kotahi will however consider applications from Contractors who are not currently prequalified to the specified classification level, where they can demonstrate a commitment to achieving the required prequalification within six months of confirmation of short-listing.
This contract relates to the state highway projects, known as the ‘Tairāwhiti Roading Package’, as follows:
• SH35 Route Security/Resilience: A package(s) of work to improve route security and resilience at selected sites along SH35 from Wainui to Potaka.
• SH2 and SH35 Passing Opportunities: A package(s) of between 25 and 35 Passing Opportunities (slow vehicle and stopping bays) on SH2 and SH35 in Hawke’s Bay and Gisborne areas
• SH35 Makokomuka Realignment: A small realignment project on SH35 between Tologa Bay and Tokomaru Bay that will also remove a one lane bridge.
It is anticipated that the majority of the works will be carried out using Waka Kotahi’s traditional (design–bid–construct) delivery model, with Early Contractor Involvement provided for where appropriate.

Only Contractors that provide an Application to this ROI will be considered for inclusion on the panel.
