Overview

This is a Professional Services contract for the development of a Single Stage Business Case (SSBC) for transport investment on Thorndon Quay and Hutt Road, Wellington. This contract is being released by Let’s Get Wellington Moving (LGWM), a partnership between Wellington City Council, Greater Wellington Regional Council, and the NZ Transport Agency. LGWM aims to deliver a transformational city-shaping programme for Wellington that supports the community’s aspirations for how Wellington City will look, feel and function.

The successful tenderer shall develop the SSBC in a manner which is innovative and fully integrates wider place-based considerations with transport improvement initiatives. Whilst the business case will need to be consistent with the requirements specified in the Business Case template and guidance on the NZ Transport Agency website, the Project Partners are seeking a business case which is principles led and achieves the goals specific to Thorndon Quay & Hutt Road and wider LGWM outcomes. Critical success factors for the project have been identified by the Project Partners as follows:

• Urban transport systems, public transport and behaviour change initiatives to enable people to move effectively and safely
• Stakeholder and community engagement
• Place-making skills, and urban design enhancing the built environment’s ability to provide resilient, sustainable mobility and access for communities
• Business case development in relation to multi-modal transport networks within a constrained and
economically sensitive urban environment
