The NZ Transport Agency (NZTA) invites Registrations of Interest (ROI) from local and international planning/engineering consultants, or consortia, as a committed, experienced team with the capacity, proven partnership behaviours and values, and ability to manage cost and instructed deliverables in the context of a dynamic fast-paced project.
The Planning and Engineering team will be required work seamlessly with the NZTA, and other teams that will be appointed at a later time, to deliver outstanding outcomes.
Scope
The key services will comprise:
a) Refining the preferred corridor for the Light Rail network
b) Producing an appropriately detailed set of reports, plans, applications and Reference Design drawings to support the Notice of Requirement, resource consent applications and/or any other necessary applications for statutory approvals
c) Preparing evidence suitable for presentation at a hearing, representing NZTA at the hearing and presenting expert evidence
d) Providing support as directed for resolution of any appeals
e) Developing the Minimum Requirements and Specimen Design for any subsequent design, manufacture and construction phases of the project (the delivery and contract model(s) are yet to be determined)
f) Supporting the NZTA as a Principal’s Advisor during part, or all, of any subsequent procurement and construction process
Competencies Required
Registrations shall consist of a consultant, or consortium of constituent organisations, who can collectively provide the following core competencies:
Statutory planning
Civil Engineering
Electromechanical
Architectural & urban design
Procurement & project delivery
ROI Response
The Request for Tender (RFT) will use the price- quality based supplier selection method to select a Preferred Tenderer. A two stage, shortlisting process may be used in the event that there are more than four credible responses to the ROI.
An essential ROI briefing session will be held on 10am 15 August 2018 at NZTA Innovation Zone, 105 Cook St, Auckland.
RFT documents will be issued early September 2018, only to those applicants who have submitted an acceptable ROI.
The ROI will close at 4:00pm on Thursday 23rd August. All ROIs shall be registered with the Tender Secretary (Jo-Ann Moses) by emailing Jo-Ann.Moses@nzta.govt.nz. ROI submissions shall be limited to name of the company, address, contact details and a maximum of two paragraphs briefly outlining the company’s ability to respond to all aspects of the RFT.
