The Transport Agency is seeking registrations of interest (ROI) from separate prequalified (to Levels 1A, 2A, 3A and 4A) physical works contractors to maintain the Auckland State Highway network. This precludes joint ventures, consortia or any other exclusive supply agreement with other contractors or professional services suppliers.
The Auckland State Highway network is currently maintained by the Auckland Motorway Alliance (AMA). The current agreement with the Transport Agency to deliver these services ends on 30th June 2019. The new Alliance, will commence delivery of services on the network on 1st July 2019 for a 9-year term, with a possibility of extension.
The scope of the new Alliance will include the asset management and maintenance of the Auckland State Highway system including:
• The State Highway network as currently managed by the AMA
• Structures including the maintenance of the Auckland Harbour Bridge
Through this procurement process the Transport Agency is looking to engage two physical works contractors who will be expected to enter into a single Alliance Agreement with the Transport Agency. Procurement of professional services will occur after the selection of physical works contractors.
Following ROI, the Transport Agency will advise on the next stages of the procurement process which is likely to be a Statement of Interest and Ability (SIA) followed by a Request for Proposal. Successful proponents will be expected to enter into an Interim Alliance Agreement with the Transport Agency.
A ROI submission must contain the following information:
a) Company name;
b) Company contact details; and
c) Transport Agency prequalification status.
The ROI should be uploaded to the GETS eTender box which involves submitting a single file (pdf format) A4 page letter. The file should be labelled as: ‘Contract No 2018238 ROI Auckland System Management Maintenance Alliance’.
Tenderers should refer to the GETS website for instructions on uploading their ROI files.
An industry briefing will be held at 2.30pm, Friday 29th June 2018 at Level 11, HSBC House, 1 Queen Street, Auckland. A draft SIA document will be issued to parties attending the briefing.
