Overview

A Statement of Interest and Ability is invited from suitably experienced contractors interested in being short-listed as prospective tenderers for the construction of the SH74 Lyttelton Tunnel Deluge & Associated Systems Upgrade.

This short listing is the first stage in a two-stage procurement process. More detailed and specific attribute information will be requested in the second stage and will be required to be submitted with tenders for the purpose of the tender evaluation. From the SIA submissions, up to three tenderers will be selected to submit a tender for the Contract Works (second stage).

The fire protection works will include the installation of a deluge system along the length of the tunnel. Associated with this is the construction of new reservoirs and pump houses at the Heathcote Portal and installation of a combined potable water pipe to supply the deluge and Lyttelton township. The tunnel systems upgrade works will include installation of a new heat detection system, public address system, CCTV cameras (with AVID capability), fan motor replacement and upgrade of the existing radio rebroadcast systems. In addition a new sewer pipe will be installed within the tunnel duct, and minor repair and strengthening of the fan houses is included.

The tunnel is to remain fully operational throughout the construction, with only limited periods of full tunnel shutdown. NZTA are seeking a suitably qualified and experienced contractor who will develop and implement innovative methodologies with robust programming to ensure the work is completed safely and with minimal impact for tunnel users. Applicants must be capable of managing and delivering the entire project; submissions from individual trades will not be accepted.

To provide a complying SIA respondents must attend a compulsory SIA briefing and site visit at 1pm on the 25 August 2016. The meeting and site visit is scheduled to take approximately 2.5 hours. Applicants are to confirm their attendance at the briefing and site visit by contacting the Consultant in accordance with the procedures in the SIA and further details of meeting location will be provided to the registered Applicants.
Statement of Interest documents and the supplementary information will be available from the Consultant Aurecon, Level 2, ASB Building, 518 Colombo Street, Christchurch from 3pm Friday 19th of August 2016.

Submissions close at the NZTA, Level 1, BNZ House, 120 Hereford St, Christchurch at 4pm on 20/9/16.
