Overview

The NZ Transport Agency invites Registrations of Interest (ROI) from consortia wishing to tender for the Christchurch Northern Arterial project. The Works will be carried out under the NZ Transport Agency’s Competitive Alliance procurement model.

The NArt Project scope includes a new 4-lane median divided motorway approximately 6.9km long that will link the Christchurch Northern Motorway (SH1) with QEII Drive (SH74) and the widening of QEII Drive to four lanes between Main North Road and Innes Road. The 2.6 km length of Northern Motorway between Chaneys and the Tram Road interchange (and inclusive of the Waimakariri River Bridge) is also incorporated in the project scope due to the need to merge/diverge the Northern Arterial with the Northern Motorway. The Tram Road ramp intersections are not included in the NArt project scope.

To the south of QEII Drive the project connects via a grade separated interchange to Christchurch City Council’s Northern Arterial Extension and Cranford Street Upgrade (NAE/CSU) project to provide a connection through to the CBD. The NAE and CSU sections of the route provide a 4-lane connection and upgrade of Cranford Street as far as Innes Road.

The works include the development of the final design for construction, securing the necessary approvals and permits, supply of all Labour, Materials and Plant for the construction of NArt to the prescribed standards and conditions.

It is envisaged that the Alliance contract will be awarded in early 2016.

ROI are welcomed from contractors who hold both NZ Transport Agency prequalification level of 1A, 2A, 3A and 4A plus with experience in the delivery of large infrastructure projects using the D&C procurement model of a similar scale to the Christchurch Northern Arterial.

ROI submission closes at 4.00 pm on Friday 11 September 2015.

The Transport Agency reserves the right to shortlist applicants through a Statement of Interest and Ability process if the number of registered parties makes this necessary.Final tendering of the contract is still subject to NZ Transport Agency approvals. Tendering of the contract will be by invitation to contractors registered through this ROI process and the tender will not be re-advertised publicly.
