The Pūhoi to Warkworth (“P2Wk”) PPP Project is part of the Roads of National Significance programme to extend the four-lane Northern Motorway (SH1) from the Johnstone’s Hill tunnels to just north of Warkworth. The NZ Transport Agency views the P2Wk motorway as a key transport link to better-connect Northland with the upper North Island freight triangle of Auckland, Waikato and Tauranga.
The Transport Agency seeks to procure a Public Private Partnership (“PPP”) contract that will deliver a value-for-money P2Wk motorway which will assist future economic growth in Northland. The contract will extend 25 years from the date of service commencement (the “Concession Period”).
The Transport Agency invites Expressions of Interest (“EOI”) from parties or entities wishing to tender for the design, build, finance, asset management and maintenance of the P2Wk Project.
The scope of the work includes:
Delivering the design and construction of a new motorway from Pūhoi to Warkworth and the design and construction of associated roading connections;
Carrying out the asset management and maintenance of the motorway in accordance with the Service Requirements for the Concession Period;
Holding finance sufficient to enable the provision of the above; and
At the end of the Concession Period, handing over the motorway to the Transport Agency at a pre-agreed standard.
The scope of the work does not include operation of the P2Wk motorway which will be retained by the Transport Agency.
Parties or entities intending to lodge an EOI (“Respondents”) must submit a confirmation of interest according to the following instructions (“Respondent Confirmation”).
Respondents must confirm via email to PPP.Secretary@nzta.govt.nz that they intend to submit an Expression of Interest for the Transport Agency’s P2Wk Project. Respondents must include within their Respondent Confirmation the name and contact details of the nominated person within their own organisation to whom all communications relating to this Expression of Interest process will be directed.
All Respondents who submit a Respondent Confirmation will be provided with access to the P2Wk Project’s Virtual Data Room to receive information on the P2Wk Project. In addition, Respondents who submit their Respondent Confirmation prior to 12pm, Thursday 4 June 2015 will be invited to an EOI briefing session and a P2Wk route visit on Friday, 5 June 2015.
