Overview

In 2018 the Inspector-General of Intelligence and Security (IGIS) conducted a review of the New Zealand Security Classification System (the System). The IGIS found that the System is inconsistently applied, and is not well understood or supported by effective systems or processes across wider government.
On the back of the IGIS report, the NZSIS led a review to understand the appetite for change to the System, to design a more fit-for-purpose System, and to assess the high-level impacts on government of changing the system. This review found a strong appetite for change; however, the impacts of changing the System are quite high and are not a current high priority for the Government to undertake.
Since the IGIS’s review, the Royal Commission of Inquiry into the terrorist attack on Christchurch masjidain (RCOI) broadly confirmed the IGIS’s review findings. The RCOI recommended proceeding with some of the changes recommended by the IGIS to address key issues with information sharing and handling of classified information; however, the Royal Commission did not go as far as to recommend making changes to the structure of the System. The Government has accepted in principle the RCOI recommendations.
This RFP concerns only the RCOI recommendation relating to Volume 3, Chapter 9 entitled Information Sharing.
The NZSIS is seeking to appoint a qualified provider to lead, manage, resource, host, and deliver the intended information sharing outcomes recommended by the RCOI:
9a) Drive a change in approach to “Need to Know” principle to enable rather than restrict information sharing.
9b) Implement the following recommendations identified by the IGIS in the 2018 Review of the New Zealand Security Classification System:
i. Expand the System principles so that no information may remain classified indefinitely and that where there is doubt, information is classified at the lower level.
ii. Revise and strengthen public sector agency classification guidance and developing training.
iii. Adopt a topic-based approach to systematic declassification of historic records.
iv. Develop indicators of function and performance of the System.
