New Zealand Qualifications Authority | Mana Tohu Mātauranga o Aotearoa are looking for Respondents that can use modern technology to develop solver logic for an identified scope. We want to test, using a proof-of-concept model, different ways of approaching the solver solution requirements.

The scope of the Proof of Concept will be a selected part of the solver logic. Test data will be provided, along with the relevant solver logic. Respondents will be required to produce a working concept model that executes the logic and can produce results that align to our expected results.

NZQA currently have five different solver functions:

i. CE - Course Endorsements (Not Achieved, Achieved, Merit, Excellence)
ii. EVE - Evaluation Engine (augments QualCheck) checks NCEA achievement and certificate endorsement
iii. UE Solver - returns learners progress towards completion of University Entrance (UE)
iv. VP Solver - returns learners progress towards achievement of a Vocational Pathway (VP)
v. QualCheck Solver – checks whether qualifications (other than NCEA) have been achieved.

This is an opportunity to work with NZQA and apply modern technology to determine the awarding of secondary credentials such as NCEA and University Entrance and provide verification and recognition of non-University credentials awarded through Tertiary Education Organisations.The solver is a critical tool used primarily to determine the award of NCEA qualifications and Certificate Endorsements shown on a Learners Record of Achievement. The anticipated start date for the contract (indicative) is by 1 July 2025.
