Overview

We’re after a passionate, Aotearoa-proud advertising agency to partner with us to create and deliver the launch of the country’s largest education provider, Te Pūkenga. Our goal is to transform the vocational education system so that it is able to meet the unique needs of all learners, including those who have been traditionally under-served, such as Māori, Pasifika, and disabled learners.

We’re embarking on a two-stage procurement process. The first stage is this ROI which will be used to help us establish a shortlist of contenders for the RFP. The second stage will be an RFP process. The RFP will only be issued to those who are on the shortlist.

The role of the advertising agency will be to partner with us to develop strategy, creative, digital elements and media planning and placement for:

• Te Pūkenga brand launch – establish credibility; why it exists; what it means for all audiences.

• Recruitment – encourage people to consider vocational education, to explore the options available to them and to enquire / sign up.

• Localised adaptations – the ability to localise all materials for use by campuses and communities across Aotearoa.

We’re looking for an advertising agency to work with us for three years, commencing December 2021.

The contract value is yet to be determined and is contingent on approval of the Operating Model for Te Pūkenga. However, it is anticipated that it will be sufficient to enable the successful launch and establishment of Te Pūkenga as a new, national provider of breadth and scale.
