Te Waihanga intends to approach the market through an open competitive Request for Proposal (RFP) to establish a multi-supplier Investment Decision Assurance (IDA) Reviewer Panel.
The Panel will provide Te Waihanga with access to suitably qualified and independent external reviewers and specialists to support Investment Decision Assurance reviews of high-risk infrastructure investments.
Reviewer capability will be assessed at the level of the named individual, whether the reviewer contracts directly with Te Waihanga or is proposed through an organisation or firm.
Te Waihanga expects to appoint reviewers across three roles:
• Subject Matter Experts (SMEs)
• Focus Area Experts (FAEs)
• Review Team Leads (RTLs)
Te Waihanga encourages interest from experienced independent practitioners, boutique specialist providers and larger multidisciplinary organisations. Appointment to the Panel will not guarantee any volume or value of work.
The proposed Panel term is two years, with an option to extend for up to one further year.

Individual contracts are currently expected to typically be in the range of approximately $10,000 to $40,000.
