Overview

What we need
Delivering, operating, and maintaining our infrastructure takes the combined energy and effort of hundreds of thousands of New Zealanders. New Zealand is experiencing historic infrastructure workforce shortages that are impairing our ability to provide the infrastructure we need. Quantifying the infrastructure workforce and our workforce needs is a necessary foundation to addressing the challenge – if we know what we need we can move towards this with skills, education, and immigration policies.
We need a supplier to assist us in this work by completing an infrastructure workforce capacity baselining study. This work will define the infrastructure workforce by mapping the skills and roles that are needed across all stages of infrastructure planning and delivery, including planning and asset management, engineering and technical, construction management, and skilled trades and labour. It will then use this framework to measure the existing infrastructure workforce, taking a holistic view of the current workforce across the full lifecycle of infrastructure.
What’s important to us?
We are looking for providers who have the capability, capacity, and experience to deliver valuable insights on the infrastructure workforce. The supplier will need to have a good track record of conducting labour market analysis, such as projects that relate to industry level workforce capacity or skills. It is expected that the project team will include ability to conduct economic and data analysis and subject matter expertise on infrastructure planning and delivery.
