Fire and Emergency New Zealand has a panel of Class A firefighting foam and retardant providers under NP 2588 Equipment Capability Provider Panel. The panel has established a group of suppliers capable of meeting our minimum Class A Foam requirements.
Under the terms of this arrangement, we are conducting a secondary procurement process with all supplier panel members in the subcategory Class A Foam for the ongoing supply of Class A foam.
The provider/s must be able to provide Class A foam that
• Meets our technical and performance requirements, as per specifications outlined in Appendix 1.
• Has a life span minimum of 10 years under normal storage
• Is compatible with firefighting appliance foam systems, pumps and equipment currently used.
• Has minimal corrosive properties and is not harmful to our plant and equipment
• Is available to be procured in 20L pails and 1000L Intermediate Bulk Containers (IBC).
• Maintains continuity of product composition
• Complies with all applicable laws, standards, codes and policies
• Is cost effective
Providers will be expected meet the following requirements:
• It is desirable that the Class A foam is compatible in concentrate, solution and finished foam with other Class A foam products.
• Delivery of Class A foam will be to any Fire and Emergency station/site in New Zealand as detailed on the Purchase Order or request at the time.
• Delivery expectations will be negotiated with the provider/s at the time of order and detailed on any purchase order.
• The provider/s will be required to report on product volumes and spend delivered to Fire and Emergency, orders delivered in full and on time as well as issues raised and resolved on reasonable requests.
• Based on averaging the historic volume of Class A Foam purchased over FY22 to FY25 an estimate of 59,765 litres was received centrally and transported out to different Fire and Emergency sites in New Zealand annually.
