Fire and Emergency New Zealand (Fire and Emergency) has established the Human Resources Information Systems (HRIS) and Payroll Replacement Programme (the “Programme”) to replace its existing Peterborough Software Enterprise (PSe) payroll system, which currently supports both payroll and HRIS functions. The Programme’s primary objective is to implement a fit-for-purpose solution that meets Fire and Emergency’s payroll and HRIS needs. 

The Programme is now in implementation phase.

A matured Target Operating Model (TOM) is required to ensure governance, accountability, and adoption of future-state processes.

This procurement seeks an experienced, specialised supplier to design, validate, and embed the TOM aligned with Tā Mātou Ahunga Rautaki - Our Strategic Direction 2025 to 2030.
