Fire and Emergency currently run an internally developed bespoke system called Standard Operating Procedure (SOP) Application. The SOP system provides operational procedures, notification contact information, rostering management, and reference documents to emergency call takers and dispatchers in the Communication Centre (ComCen) operational environment.

The SOP application was written in what is now a legacy programming language, Classic ASP which is no longer able to be supported. With the aging of the language, the availability of skilled Classic ASP developers is diminishing.

Fire and Emergency wish to modernise SOP to enable sustainable support for enhancements and system changes and remove business risks. The new solution needs to be provided in a way that can be easily updated and maintained into the future.

This RFP is the second stage in a multi-stage procurement process.
