Fire and Emergency has awarded FLIR Systems Australia PTY Limited (overseas organisation) a contract to provide ongoing support and adhoc (attrition only for the first three years of the Agreement) replacement of Thermal Imaging Cameras (k2 and K55). The contract was awarded on 1 June 2025 for a term of 10 years. This was a direct source procurement process where Government Procurement Rule 14.9.c (i) and 14.9 d was applied. The exemption was justified in that:
• Following an open market procurement process FENZ have a fleet of FLIR Teledyne K2 and K55 TICs within expected service life that require ongoing support until they reach end of life.
• FLIR TICs are solely the responsibility of Teledyne FLIRs agent, FLIR Systems Australia Pty Limited. Only FLIR Systems Australia Pty Limited have the specialist knowledge and expertise required, where FLIR also manufacture the TIC equipment to repair and maintain the Teledyne FLIR TICs. FLIR Systems Australia Pty ltd are the only supplier that are technically capable of providing support services and adhoc replacement for the current FENZ fleet of FLIR TICs. A change of supplier cannot be made for technical reasons as this would result in significant inconvenience and duplication of cost.
