The New Zealand Aid Programme, acting for and on behalf of the Secretary of Foreign Affairs and Trade (MFAT), is inviting proposals from suitably qualified and experienced lead organisations and individuals who can contribute to delivering sound early childhood education and primary education on all three atolls of Tokelau. 

Schools teach to a national curriculum, including the English language. Team members mobilised to schools and Department of Education will be able to do most of their work in English. 

Services to be provided include:
• Change Management and organisational development 
• Mentoring principals 
• Syndicate leadership and training teachers 

The services will be completed in two separate Phases:
• Phase One - immediate improvements will be delivered and a costed five year plan will be developed and approved. This will determine the scope of services required in the second phase. 
• Phase Two - implementing the approved plan.
