ADVANCE NOTICE OF PROCUREMENT

New MFAT Evaluation Panel

MFAT is responsible for administering the New Zealand Aid Programme, the Government’s international aid and development programme.

The New Zealand Aid Programme invests money, knowledge and skills to help deliver sustainable development and reduce poverty in developing countries. It also provides humanitarian support to save lives and relieve suffering resulting from natural disasters and conflict.

MFAT evaluates its investments in the New Zealand Aid Programme through a work programme of strategic evaluations. In April 2016, MFAT established a supplier panel called the Programme Evaluation Panel, designed to enable easier procurement of specialist evaluation services for the New Zealand Aid Programme.

The Programme Evaluation Panel was established to focus on strategic evaluations, at programme-level. It is now nearing the end of the first two years of its three year term. The panel is supported by a pre-qualified supplier list of individuals who supplement the services provided by the Panel by carrying out evaluations at Activity-level (i.e. a project within a programme) and contributing additional expertise to programme evaluation teams.

MFAT has conducted a review of the scope and purpose of the Programme Evaluation Panel and determined that it would be useful to expand the scope of services currently provided to include evaluations with a sector/thematic focus and a policy/practice focus, as well as Activity-level evaluations.

Given the planned expansion in scope, MFAT intends to go out to the market within the next two months with an open tender to establish a new evaluation panel. The purpose of the new panel would be to manage the evaluation programme planned for the next triennium, i.e. mid-2018 to mid-2021.

The total value of the evaluation programme over the next triennium is yet to be confirmed but is likely to be substantial. Contracts issued under the new panel will vary considerably in scope and value, from smaller pieces of work through to full evaluations. MFAT intends to enable both organisations and individual specialists to respond to the tender, with the resulting panel including a mixture of both.

MFAT will communicate directly with providers on the Programme Evaluation Panel, and the pre-qualified supplier list, to ensure these suppliers understand the opportunities available to them. An open Request for Proposals will be issued in due course.
