Kiribati Fisheries - Catch-Based Management Adviser

* One year assignment – June 2017 start date
* Residential in Tarawa for initial 6-months (full-time), visiting part-time adviser for second 6-months
* Working closely with Ministry of Fisheries and Marine Resources Development (MFMRD)
* New Zealand Government support programme

The purpose of this new role is to support and assist the MFMRD in Kiribati to develop, implement and review a Catch-Based Management (CBM) system. The adviser will provide expert advice to MFMRD on the development and implementation of a Catch-Based Management (CBM) system for the Kiribati offshore tuna long-line fishery, and consider options and appropriateness of catch-based management for a number of specific domestic coastal and nearshore fisheries.

This technical assistance will be targeted to assist the Government of Kiribati to create economic benefits, improved livelihoods, and food security through development, implementation and revision of a catch based management scheme for the offshore longline fishery. The New Zealand Government has agreed to support this endeavour through the New Zealand Aid Programme. The key objectives of this role are:

* To provide technical advice to develop a CBM system that is appropriate for Kiribati.
* To provide technical advice and training/mentoring to MFMRD staff on implementing the CBM system including catch reporting, compliance, and policy and legal requirements of the proposed CBM scheme.
* To develop a detailed Roadmap to full implementation and a needs assessment for capacity development and technology requirements.
