Chief Financial Officer – Airport Management Reform in the Solomon Islands

New Zealand and the Solomon Islands Government have established an approach to reform and support the Aviation Sector as part of a policy objective for the Solomon Islands Government. The Ministry of Communication and Aviation (MCA) in Solomon Islands is responsible for the performance of the aviation sector, including policy advice, aviation revenue, and the operation and maintenance of airports. The Civil Aviation Authority of the Solomon Islands (CAASI) ensures regulations and standards are met. The Solomon Islands Aviation reform programme has been developed at the directive of the Solomon Islands Government, endorsing the commercialisation of Government owned airports through a State Owned Enterprise (SOE) model, with a view to move towards a Public Private Partnership model in the near future. The endorsement seeks to obtain higher quality airport operations that support growth in tourism, trade and stronger linkages between provinces, rural areas and other countries.

To support the reform programme, a short-term Chief Financial Officer is required to establish robust financial systems and procedures across the MCA and CAASI to enable the establishment of an airport management State Owned Enterprise. This is a sole-charge position, requiring a high degree of financial management expertise and the ability to work in a complex environment with the patience, creativity and tenacity to deal with institutional and cultural challenges.
