Overview

Expression of Interest (EOI): Investment Logic Mapping Facilitator:
Northland Regional Council (NRC) is seeking the services of an accredited Investment Logic Mapping (ILM) facilitator to support the development of the 2027–2033 Regional Land Transport Plan (RLTP).

The successful facilitator will lead the Northland Regional Transport Committee through a structured ILM process to ensure the region has a robust foundation for developing its business case for national funding assistance through the National Land Transport Programme (NLTP).

Scope of Services:
The facilitator will guide the Regional Transport Committee to identify, agree, and prioritise the following:

Regional land transport objectives

Actions required to achieve those objectives

Problems or barriers that may impact delivery

Benefits of addressing the identified problems

The ILM process should be delivered in accordance with Waka Kotahi’s Better Business Case (BBC) framework.

Submission Requirements:
Interested parties are invited to submit an Expression of Interest, including:

A brief overview of relevant experience and ILM accreditation

Proposed methodology and approach

Availability to undertake the work

A quote for completing the facilitation

Closing Date:
EOIs must be submitted no later than 30 April 2026.
