Northland Regional Council (NRC) is seeking proposals to deliver Stage 2 of the Northland region‑wide Delft‑FEWS flood forecasting system.
Following Cyclone Gabrielle in 2023, NRC received central government funding to improve regional flood resilience. In 2024–2025, NRC implemented a Delft‑FEWS Early Flood Warning System Pilot for the Waitangi Catchment. This project will expand that pilot into a fully integrated, operational, region‑wide forecasting system.

NRC is seeking a vendor with proven experience in New Zealand flood forecasting and Delft‑FEWS implementation. An independent peer reviewer will provide technical oversight throughout the project.

Description of Contract: The contract involves the design, implementation, and commissioning of a fully operational, region wide Flood Early Warning System (FEWS) for Northland, building on the existing Waitangi Catchment pilot system.
The purpose of this system is to provide timely, reliable, and regionally consistent flood forecasting and warning information during severe weather events, supporting emergency response, evacuation planning, infrastructure management, and other critical decision making processes across multiple catchments.
