This procurement relates to the purchase of Lead Design Consultant Services for a dedicated, purpose-built Multi-Agency Emergency Coordination Centre (MACC). The MACC is to significantly enhance Northland's ability to prepare for, respond to, and recover from emergencies, ensuring the safety and well-being of its communities. The design is to be developed in consultation with the following stakeholders; Northland Regional Council (NRC), Fire and Emergency New Zealand (FENZ) and Whangarei District Council (WDC).

The MACC is to be built on the FENZ land at 12 Mansfield Tce, Whangarei with the demolition of existing buildings to precede construction. Stakeholders expect the facility to offer a number of uses, including:

Operational offices for the daily operations of NRC based civil defence emergency management staff
Operational offices for the daily operations of FENZ staff
Space for staff of Northland’s other Councils or staff of other agencies who have obligations with respect to emergency management in emergency situations
Space for WDC to operate an Emergency Operations Centre (“EOC”) to address any localised event
Meeting, conference, training, media and media engagement rooms, and canteen, ablutions, parking, storage space and utilities as detailed in the attached Concept Plans.

The scope of Lead Design Services will include engagement of the majority of professional services that will be required for this project and the intention of this RFQ is for this team to be administered by the Lead Architect.

This tender has been awarded. Total spend value $ 450,000.

The Evaluation Team consolidated information and considered this across the key weighted criteria used in the assessment process: Programme Commitment (15%), Proposed Project Team and Experience (30%), Capacity to Deliver (15%), and Price (40%). The awarded submitter was ranked first out of four in relation to price. While the evaluation considered value beyond cost alone, the pricing position had a significant influence on the overall outcome given the 40% weighting applied to this criterion. We thank all submitters for their tenders, recognising the time and resource commitment to be engaged in the process.
